Sydney tenancies fall into three broad shapes and they behave very differently. Strata suites in medical and commercial buildings come with an owners corporation and by-laws on top of the lease. Retail conversions on suburban strips are the most common route into an established catchment and almost always involve a change of use. Standalone centres in the growth corridors give you the most control and the longest approvals.

Getting a clinic approved in New South Wales

In New South Wales, a change from retail or commercial use to a health services facility is generally assessed under the Environmental Planning and Assessment Act 1979, either as a development application to council, or, where the tenancy and the works meet the criteria, as complying development under the Codes SEPP with a complying development certificate issued by a certifier.

Construction then needs a construction certificate and, on completion, an occupation certificate. Both can be issued by a registered certifier rather than council, which is usually the faster route once the planning approval is settled.

Any imaging, whether an OPG, a CBCT or veterinary radiography, requires shielding designed by a radiation consultant and a licence for the premises from the NSW Environment Protection Authority under the Radiation Control Act 1990.

Approvals, not construction, are the part of a Sydney program that varies most. A realistic opening date depends on knowing which pathway your tenancy falls into before you sign for it.

Fitout costs in Sydney

The indicative ranges published on this site, $1,200 to $1,800 per square metre for a dental base build, $1,400 to $2,200 for general practice and $1,500 to $2,300 for a small animal veterinary clinic, all apply across the capital cities. Trade rates vary between them, but not by as much as shell condition varies between two tenancies on the same street.

What genuinely differs by city is the approvals pathway and the time it takes, which shows up in rent during construction not in the build rate.

Do I need a DA for a medical centre in Sydney?

Usually, where the tenancy is changing from retail or commercial use to a health services facility. Some works and uses can instead be approved as complying development under the Codes SEPP, which is considerably faster. Which pathway applies depends on the zoning, the tenancy and the scope, and it is worth establishing before you sign a lease.

Who issues the construction certificate?

A registered certifier or the council. Most fitouts use a private certifier, which is generally the faster route once planning approval is in place. The same certifier issues the occupation certificate at completion.

What does an OPG or CBCT require in NSW?

Are strata suites harder than a shop conversion?

Different rather than harder. A strata suite adds an owners corporation, by-laws and often restrictions on hours, noise and services penetrations, but the base building services are usually already in place. A shop conversion gives you more freedom and a change of use to resolve.
